Yes, absolutely. You would be able to get an I-20, which would allow you to cross the border legally as a student (on an F-1).
Finish up high school in Canada, then start applying to colleges in NYC. There are a lot of them around here, and I'm sure that if you have good grades/SAT scores, you should be able to get into one without much difficulty. Often times there are scholarships and other funding available to offset the cost of tuition.
