Yes, like it says, they appear to be doing it slowly because my understanding was that national ID cards (i.e. for everyone) would be introduced from Q4 2009. You will need one to access any
UK govt. service. The first service for which they will be mandatory will be applications for a firearm or shotgun certificate and that will be introduced in 2010.
All current applications for British passports (from July 1, 2007) will result in you being entered into the National Identity Register, which will make it easier to get a card.
The tories have pledged to scrap the NIR if they get elected, except for non-citizens.
Given that the next election is likely to be at the end of 2009 (just before the cards start to be issued), it will be a major election issue.
