Any suggestion please

Hello,
My brother is thinking of shifting to Britain but i am worried about his children education as most of them speak French which his children don't know and not only that my brother is a software manual test engineer. How about the I.T. field there? Is there openings for this can my brother survive. What are the expenses he have to face if he come there?
