Hello,
I have dual citizenship (Canadian & American) and reside in Portland Oregon. I am also an electrician but only licensed in the U.S.A. I would like to work in Canada for a while with my own tools that I would bring accross the border. And then every once and while go to Oregon to visit the wife and kids. What kind of permiot do need for my screwdrivers and pliers?

You don't need anything for ordinary screwdrivers or pliers. Various types of knife are prohibited under the criminal code, but not ordinary types. You might need some sort of occupational certification as an electrician to work in Canada, but not to move tools across the border. And obviously there's no immigration problem as you're a Canadian citizen, although you'll need proof of it.

Google is your friend. I assume there's some Canadian equivalent.

I cross the US/CAN border daily for my job. I don't have tools but I do have my computer. I have never had a problem going to work. I have been doing this for 5 years now. Only once they asked for a work permit but after I should them proof of my Canadian Citizenship it was no problem
