Applying for TN-1 at Pearson?

I have to go back to Canada to renew my TN-1 for another year. Does anyone know if I can get TN-1 at US Customs at Pearson a few days before leaving for US or if I have to go to a land crossing?

In order to get to customs at Pearson you need a plane ticket, so you can't do it until you go to fly out.
You could drive to the Peace Bridge and get your TN there.
