Applying for work visa outside of Canada

i have a question about applying for a visa while outside of Canada. i'll soon be housesitting for a friend in Switzerland and i'm wondering if i will be able to apply for a visa to work in Germany or France [after my housesitting gig] while i am over there. is it difficult to apply for a visa while outside of Canada? any light shed on the subject would be greatly appreciated!
