Baby born in UK - difficulty getting temporary passport!

I am a Canadian married to a Swedish man living in Scotland. We have recently had a baby and are finding it difficult to get our son a passport - here's the story so far...

As of today (28/8/09) I am trying to apply for my son's Canadian passport. I have already submitted his Canadian Citizenship application which has been approved to be processed (takes 12-15 months) but the embassy in London has returned his passport application citing that it has been rejected due to the fact we have not submitted a note stating why we require a passport for him.

They are stating that the reasons he would need a passport are:

a) for travel - in which you have to provide "proof of travel documents" which means you have to book a trip far enough in advance to assume you would have the temporary passport returned!? As well, most travel sites require passport numbers for booking. How are you supposed to do this without a passport number?

b) Require the passport for visa reasons i.e. If I were applying for British Citizenship we would require another piece of identification for our son. As neither of us are British, this does not apply for us.

Our other issue is that in order to get a Swedish passport we need to physically show up at the Embassy (again in London) or go to Stockholm. We can't get to Stockholm without a passport and to travel to London with a small baby is quite a task!

Does anyone know another way around this or why Canada is making it so difficult to get a passport!? Is it because they have changed the Citizenship requirements for Canadians born abroad?!

I'm sure I'm not the only one that is going through this hoop jumping expedition!
