Can a Canadian Expat get student loans to study in Canada

I'm a 17 year old Canadian/Australian living in Texas. I am entering my senior year and having moved as much as I have I am accustomed to starting processes like this early. I am trying to figure out if I would qualify for Student loans. I was born and lived in Alberta until I was 7. I still hold citizenship there however I also have Australian citizenship. I am planning on returning to Canada for university. My parents will not be living in Canada and since I do not live there would the provincial residence part be problematic?
