Can I apply for Youth Mobility from outside of Canada?

I'm currently working abroad and thinking about getting a job in London.

As a Canadian, can I apply for the Youth Mobility programme to UK from outside of Canada?

Yes, as long as you are allowed to stay in the country you are in for longer than 6 months. So, if you have a work visa or even a working holiday visa in, say Australia, then you can apply for the YMV in Australia.
