Can I get my UK visa in Vancouver?

Hi.
Currently, I hold a work visa in Canada and I am from China. I need a UK visa if I want to travel there. I checked the website and it seems that they only issue visa at Toronto. Is that true? I really don't want to fly there from Vancouver just for the visa interview. Can I get it in Vancouver? Thank you.
