While I apply for an ummarried partner visa can my partner be living in the UK? We have lived together for over 5 years but she would like to move their now and get settled while I wait for clearance?

no your partner has to wait to have the visa in hand before moving to the UK.
Your partner could come as a visitor for a few months but will have to return to Canada and come back and enter the UK with the visa.
