Canadian applying for local working holiday visa after arrival in Europe? Possible?

Hi, I'm a Canadian traveler in Europe researching information on applying for a working holiday visa. What makes my case different is that I'm already in Europe. I don't want to go back to Canada to apply for a WHV, I prefer to do it here in Europe. Is that possible? If so, which country allows it? I'm not entitled to apply for a WHV in every EU country, but I know the UK, France, Germany, Netherlands, Denmark, etc. accept Canadians on working holiday for a period of 12-24 months. Once I find the country that allows it, I plan to go there as a tourist, and convert my status to WHV. Hopefully then, I can stay longer in Europe.

I've been in Europe, (as a tourist for a few weeks now), and I'd like to stay longer on a WHV. I'm not a student, and don't plan to be anytime soon. I am under 30.

I would also like to know if you can do that with a Irish Working Holiday Visa. I have already used my U.K. one, and I am not a student.
