Canadian baby born in New Zealand

Hi everyone,
My partner and I are both Canadian by birth and have moved to New Zealand. We are waiting for our permanent residency, which is in the works.

We just had a daughter, and are extremely confused by the process by which we would apply for her proof of citizenship. We are aware that she is already a Canadian citizen by descent, however, we're not sure how to go about applying for the certificate.

According to the documents on the Canadian government's website, we have to provide:
- her NZ birth certificate (we have that)
- proof that one or both of us were Canadian citizens when she was born (our passports are proof of that)
- Two pieces of personal identification.

Two pieces of identification... how would we go about getting those? What on earth could we possibly use? She's only a baby, so it's not like she has a drivers license. Since we're not residents yet, she isn't a New Zealand citizen and thus can't get a passport.

Has anyone gone through this? Does the citizenship card office make exceptions for babies? We can't get hold of a person in the Wellington high commission to ask - all we get is a recording.

I suspect that the two pieces of personal identification are for you (the parents) rather than the baby.

I would send copies of drivers licences and passports, probably need to be certified as well.

You the parents will also need to send prrof of exactly "how" you became Cdn citizens (not passport), so YOUR provincial birth certs or Cdn naturalization document will be needed.

This is pretty clear on the form, no?
