Canadian by descent for US citizen?

Hi, I have a friend who is living in the US - born to a US father and Canadian mother in 1976. I THINK he may be a "Canadian by descent"... if he wanted to move to Canada, does anyone know the process involved here? I find the online information quite confusing, and any guidance would be much appreciated!

he is a Cdn citizen.

He should apply for his citizenship card, as proof of this. It takes about 18 months.

18 months? Really? I recently called in to make an inquiry and they said it's about 6 to 10 months.

6 to 10 months and that too if all your paperwork is prompt and ready

Why isn't your "friend" making all these inquiries?
