Canadian Expat eligability when living in Antigua

I just registered to the site which I find informative and I am trying to reach out to the group for some guidance. Not sure how to proceed now. My questions is that my father who has been living in Antigua WI for the past 30 years has also lived and worked over 10 years in Canada as a landed immigrant until he moved to Antigua. I would like to know if he qualifies for pension benefits and disability insurance. He never renewed his passport or other papers in at least 20 years and I am trying to help him find answers if he can still benefit from pension and disability insurance. He had a stroke about 5 years ago and is disabled and cann work in his field since he is particially paralized. I would like to know if he can enjoy any of the benefits Canadian’s living here enjoy. When he lived here he we were living in Montreal Quebec and will be turning 65 next year. I am wondering if he qualifies for disability insurance now and if he qualifies for a pension when he turns 65. Any assistance or direction to find answers would be great.

He qualifies for CPP (QPP) because he paid into it:

He does not qualify for Old age pension, since that required 20 adult years in canada:

He is not eligible for disability benefits, since he was not in canada long enough and has been away too long:

Note that had one chosen to live in Barbados, Jamaica, or St Lucia instead of Antigua, they have a treaty with canada which would probably have amalgamated their two pension plans, with great benefit.

Alas, not so for Antigua.

Thank you all for your answers. Assuming that he contributed for 10 years to the QPP, even though he lives in Antigua, would he not be eligable for partical CPP benefits? I understand that to qualify for disability one has to contribute for 25 years, that one we can scratch but for the CPP, is this also the case or since he contributed for 10 years can he apply when he hits 65 years of age?
