CBP at any US international airport can process TN-1 applications. Doesn't matter where you reside, the law says the stay has to be "temporary" which is a bit vague really, having an abode abroad can help with that but it's not absolutely necessary and it doesn't matter where it is, having a definite end date in the job offer letter and some sort of indication you plan to leave is more important. The key point is that you must be a Canadian citizen to apply. If you have dependents who are not Canadian, they will need TD visas.
Some people say coming in via Canada is better because they're more familiar with TN-1 applications, but that is a double-edged sword really. Being more familiar with them means a marginal application could be more likely to be rejected. If it's a fairly straightforward application you
might be better off coming in through Canada but it's subjective.
