Rumour has it that a Canadian Musician can get a special permit to work within the Las Vegas city limits ,for Casino/NightClub/entertainment type work.is this true?

Immigration laws are Federal, not local. Certainly if you are a headliner in Las Vegas, that's going to make your application for an O-1 visa easier as you're clearly talented.
