canadian passport

I am trying to get a Canadian for my 12 year old Canadian son. My Ex husband is very angry and bitter towards me and refuses to sign. I have a call into the passport people but they have yet to get back to me, so I thought I would ask here.
I can prove I have full custody.

Has anyone been through this is is there any remedy? I can't believe the government of Canada can be told what to do regarding the rights of their citizens just because he is angry. He isn't even Canadian, only American.
