CDN married to US citizen

I am in need of some advice regarding my husband. I am a CDN living in the US. I married an american 1 year ago. We would now like to move back to Canada. I don't anticipate problems for myself, but obviously I need to start the paper work for my spouse. I will sponsor him, but does anyone know if he can work in Canada while the approval process for him is complete?. Also, does anyone know if I can start this paper work before I get to Canada or do I have to wait until we have a CDN address?
