You can get a throw away phone pretty much anywhere. Wal Mart, K-mart etc.

Taking cellphone to the US

The conclusion I came to in the rural west is that it's best to get a Verizon PAYG phone because they own most of the antennas out west. Elsewhere it's not as clear cut.
