Hate to be the head of the tourism committee for those parts.

I don't think one exists! Even in Moscow and St Petersburg, you're hard pressed to find anyone with more than a very basic level of English at the tourist offices. They seem to only cater to Russian tourists - understandably, but man if they would open up a bit and try to develop tourism for foreigners I'm sure there's a lot to offer. We just couldn't figure any of it out
