Deferred stock option benefit and residency

Hi,

I received a notice from the tax agency that they have asked me to pay a tax on my 'deferred stock option' since they have declared me as non-resident. I have not sold these deferred stock options and I think I am not qualified as non-resident, I want to fight this. Does anyone have similar situation? I like to hear your options on how to fight this.
