Does this job accept TN applicants?

For a job that states, "*PLEASE NOTE: If you are selected for hire, the company will require verification of employment eligibility or authorization to legally work in the United States."

Does this mean that they do/do not accept TN visa applicants?

well, that's not very helpful, or is it?
I'd suggest he applies, if he gets to an interview just state that he'd need a letter from them to obtain a TN and thats it. most companies will have no problem issuing a brief letter, it costs them nothing and is pain free.
If he gets the letter all he needs to do is go to the border and get the TN, with an employer letter it is 99% certain he will get the TN visa

Sure its helpful. How would we know here if a company will accept foreign applicants, unless we work for that particular company? If you want company specific answers, ask the specific company.
