From the sounds of it they're unskilled workers (for the purposes of US law) so I think you're looking at having to start a dedicated US branch with US employees. Management staff can get L-1A entry, "specialized skill" workers can get L-1B, or you can get an L-1 blanket visa to cover all of them (which is way cheaper with lots of staff movements), but you'd have to have a US branch to get L-1.
That isn't that difficult for the purposes of simply applying for the visa (you simply need a US corporation set up for example), but obviously hiring US workers to cover the other jobs is a big deal.
