E2 Visa - How Difficult To Obtain?

I've been told about the E2 Visa, where Canadians are admitted into the States as "self-employed" and are allowed to remain for 5 years (and are then re-evaluated). Apparently you are only allowed to work within the category you're admitted under. For instance, I want to start up a business in CA that is similar to one that I had on the go in Ontario Canada.

Anyone know anything about the application process? How much $$$ you're required to have for start up, etc. etc.?
