Form W-8ECI for Rental property

Hi,

I recently closed on an investment property and in process of submitting my 1040NR. I however realized that I also have to submit a W-8ECI form. I did some research on the net but didn't get a clear idea of what it entails, especially with regards to withholding of 30%.
