French Visa Question-need HELP!!!

Does anyone know how to go about getting "personal liability protection" required for the French Working Holiday visa?

The French Consulate in Vancouver says I need to get it here before I go, which would require me to buy either home or tenant insurance to get the liability protection. The Consulate in Toronto says I only need to "commit to subscribe to get liability insurance once in France"

if anyone has any info. that could help that would be SO SO SO great, I am hoping to put my application in this week.
