Get H-1B Visa Petition Approval, what's next?

Hello,

I received the H1-B visa petition approval from USCIS and wonder what needs to be done next? The employer told me to make an application for H-1B visa at the U.S. consulate in Ottawa (I live in Ottawa). However, my friends all simply obtained their H1-B visa at the airport. Got confused. Could someone kindly confirm if I can just get the H1-B at from the customs officer at the airport? What documents do I need?
Is there a rule change recently that everyone needs to get the visa at the consulate?
