hi. your friend in kansas needs to check out the Canadian government's website, www.cic.gc.ca to find out 1)if he is even eligible to come and work in Canada for the summer 2) to find out whether he is eligible for student visa and 3) to find out if he can get dual citizenship.
(You didn't mention if either of his parents are Canadian.)

Incidentally, why would he want to come just for the summer... on a student visa.. or start the citizenship process for the sake of a couple of months? It sounds a bit suspect.

he would not be eligible for Canadian citizenship until he has lived in Canada as a Legal Landed Immigrant for several years first. He can only do that if he goes thru the immigration process, which can take quite a long time. For independent immigration, several months, to several years to process.

I don't think there is such a thing as a summertime only student visa. Student visas are given to people who wish to study at a Canadian university for one school year, or for the duration of study to receive a degree.

If all he wants to do is visit for the summer, then he can do that, but he cannot legally work, work permits are not generally given to visitors.

I suggest that he have a look at the CIC website, and possibly speak to a Canadian immgiration lawyer to help him figure out what his options are.
