Getting a WHV when not in Canada

Is it possible to apply for a working holiday visa while I am in another country, other than my own country or the country I want to apply to get the WHV in? Is it possible to apply for a WHV while already in the country on a tourist visa?

You must be outside Australia to apply for a WHV.

If you are in the country now on a tourist visa (Australia), you must leave and apply from offshore. There is no bridging visa.

You can apply from another country besides Canada, but just not within Australia.
