She must have a TD visa, apply at the consulate, the instructions are on here:
www.amcits.com in essence the application is identical to a regular B-1/2 visitor visa except she must have proof of your TN-1 status when she applies, i.e. a copy of your I-94 and something to prove you're married like the marriage certificate. This makes it tricky of course because you've got to get the TN-1 first.
In addition to that question, I know being on a TD means that you can not work in the US but you can study full time? Does any one know if my in-state residency would apply to my spouse to help on the cost of tuition?
She can study full-time on TD, but it cannot be the primary focus of her stay, which doesn't mean a hell of a lot on TD, just means you must stay on TN-1 essentially which is obvious. The reason it doesn't mean a hell of a lot is because she cannot get in-state tuition rates on TD, unless someone in the admissions office screws up. Different States have slightly different rules but I can't think of any that consider TD to be resident (although there might be).
Obviously check with the college/university.
