Getting TN at POE

I am able to apply for my TN and I noticed that the POE that I plan to go:

726 Exchange Street
Suite 400
Buffalo, NY 14210

is not quite at the border, so does that mean at the border I have to tell the US Custom at the border that I plan to enter the US to apply for the TN, and then they will let me in to process the TN at the above address (?) or do I just apply it at the border?

This is a POE for customs purposes, NOT immigration.
To get an entry status, you need to ENTER US and apply at the border.
