H4 visa appointment at US Embassy in Ottawa

I just got the H-1B approval from USCIS. Because I am a Canadian, I can directly enter US without getting a Visa.

My wife is a Chinese citizen, and she will need to apply for H4 visa at the US Embassy in Ottawa. Can she go for the interview without me entering US first and "activating" my H-1B status?

Yes. With your I-797 Notice of aproval, she will be granted H4 visa.
