For Canadians living / traveling in the UK

So if I am living in the UK, I can offset my UK income tax against my CDN taxes (which makes sense) but can I also offset my NI and UK pension contributions against my CDN taxes as I would if they were CPP or EI?

You can claim a tax treaty provision for pension contributions, there's a form on the HMRC website for it. http://www.hmrc.gov.uk/cnr/canada-individual.pdf

You'll have to talk to the non-resident dept. about the NI situation, I can't remember exactly what it is, but the basic gist is that you're not subject to dual-taxation, you can claim relief from NI and pay into CPP, I think you may have to get some paperwork from CPP to support it.

The non-resident dept. phone# is on that form, they're pretty helpful.

You can claim a foreign tax credit in Canada for tax paid in the UK as it explains in the general guide for the T1, bearing in mind that UK tax rates are generally higher when you get above $72,000 (roughly) or more, so you only claim relief up to a certain extent.
