Help with tax info

Hi,

I was hoping that I could get some help with this. I have been a doctoral student at the University of Louisiana -lafayette for 4 years and have paid income and state taxes every year in full. I was told that there is no tax treaty between the US and Canada but then just today found that there is such a treaty.
Does this tax treaty exempt me from income tax? Can I get the money back that I have paid in the upcoming tax year? I hope you can help me with this.

Of course there is a treaty (who would tell you such nonsense?), but that would not reduce your US tax on US income.
