When living in Alberta, where & how does one go about applying for a E-2 visa and what if anything do you need when doing so.

There are lots and lots and LOTS of forms for E-2, there are people who specialise in helping you fill them out if you're not in the mood.

You can apply at the consulate in Calgary, have a look at: http://www.amcits.com/calgary.asp

Although there was a guy on here saying it's better to apply through Toronto for E-2 because of the complexity of it.
