If I don't get a TN Visa, Can I still enter for vacation?

In fact I just had a client refused admission into the US when applying for a TN. The inspecting officer determined that he was an intending immigrant because he had no residence in Canada.

We sent him to another port with an attorney letter and the initial application and cited the regs, which are silent on a foreign residence requirement, and a CIS memo discussing the issue. The inspecting officer admitted the client and gave him a TN.

I was rejected for a TN because my offer letter was not up to speed. I have had it amended and I am going to reapply. Should I go to the same POE or would it matter if I reapplied at another one? I understand all of my information is at their disposal. Has anyone ever had an experience like this one?

Been there, done that! :) I've used both Detroit and Port Huron for TN's, just make sure you have all the info they told you was lacking in your inital letter in the new one. Your info (from the previous petition being rejected) is network wide so all the POE's can see it. They may ask why you're at another crossing, for me it was more convenient one time, and I told him that, but that's about it. They're more worried about the petition.
When I've had an issue with the letter, the CBP has circled or underlined the 'offensive' (ie:supervisor) wording. I would take that back to the employer (by fax) for amendment and come right back with the new letter. Be ready when you go back with the revised letter, I've always been asked about the previous refusal, if all your ducks are in a row you should be fine.
