immigrating to Canada

canada could do with a lot of help in the field of healthcare, with people having to wait for days and months for an appt with a doctor or for a cat/ mri...I wonder why the govt is so harsh on immigration laws for doctors from other countries and immigration in general?

because they're idiots

Because there's no integrated way of confirming they're qualified really, it does depend on where they're coming from.
