I'm just doing some research for a friend. Basically he is:
British
23 years old
speaks fluent English
learned French for 11 years
is a student
has a 1 year University diploma (open university) in Psychology
Has lived in other countries and has never been refused a visa or asked to leave anywhere.
Now based on that what would his chances of being allowed to move to Canada?

Only a Canadian immigration adjudicator can decide that. And the only way he'll know is to apply.

Here's their website http://www.cic.gc.ca/english/index.asp He can download the forms and instructions from there.

Hi Ben,
As Reba said, this guy' best source would be Citizenship and Immigration Canada (website quoted by Reba). A couple other websites that might be worth a check and might give him an idea as to his chances are www.canadavisa.com and
www.workpermit.com.

With only one year of higher education it will be somewhat tricky. He needs to do the points test on the CIC website and see what he gets. If he's fluent in both official languages, that will give him 24 points which is a lot (but he'll have to take the Test D'Evaluation De Francais which is not easy). Since they dropped the points to only 67 he may have enough, but he may need more education than that. Also work experience in an NOC-recognised occupation is important.

He could always come in on a work permit and then get permanent residence that way.

You need a sponsor usually to get a work permit, i.e. a business that wants you to work for them.
