Importing of Camper Van to Canada

I was a US resident from 2000-2007. I moved back to Canada for work but was engaged as was going to move back to the US last month. So I left a lot of goods down in the states including my Van because I had undergound parking in Montreal and it wouldn't fit. I ended up breaking up with my Fiancee and now am trying to get my stuff back to Canada.
My question is about the importing of the van back.
A few details
I bought the Volkswagen Vanagon in 2004 for $4K. I did a lot of work on it $22K+/- a $1K in the US. I had it appraised and was surprised to get an appraisal back of around $40k. I don't think it is worth quite that much. More around $30k. I was wondering about the import. I spoke with the customs officials in Montreal and they said I could bring back my stuff as if I had declared them on the "Items to be coming later" or what not form. They mentioned there is a cap of $10k for items to be brought back. Also the taxes would have to be paid on the items worth more than $10k. I was wondering why this is. It's seems a little steep to have someone pay tax twice. And duty if it is a personal item. Would it be easier just to try and sell it?
Anyone have any experience with this. I read a few other posts and there seemed to be confusion over the $10k cap.

I bought in over $10,000 of stuff on my B4, no tax. Maybe it applies to vehicles, I didn't ask. However it has to be said the CBSA officer who signed off on my B4 was literally asleep when I walked up to the desk.

You've got to do all the import clearance as well, have a look at www.riv.ca - first of all figure out if you can even legally import it before worrying about duty.

If you bought it for $4,000 used I wouldn't get too worried. If the accessories were made in the US, Canada or Mexico they would be exempt from duty under NAFTA anyway, worst case scenario you would have to prove they were.

In regards to $10k, it is for per item, not total. I got that from CBSA officer.

As for the tax on importing vehicle, from Canadian point of view, I think the tax is expected. Otherwise, everyone would go down to US and bring a car up since cars are cheaper in US and lower taxes.

You're talking about importing a new car, this is not the same situation, this is importing personal effects. Personal effects are exempt from duty and tax.
