In's and outs Of Australian 12 months visitors visa.

Can Anyone out there help us out. We are a family of four from ontario Canada and we are applying for a long term visitors Visa for Australia. Two Adults (man and woman) and 2 children 6 and 2 years old. We are having trouble figuring out wether or not we need to file a consent form for the kids visa. the descritpion on the form indicates if the children are travelling alone or with one parent then it's needed. but in this case both parents will be travelling with them. Any help would be greatly appreciated.
