is it a way to get work visa in australia

My husband is a senior consultant in system analysis area with 14 years work experience. How much possibility can my husband find a job in Australia if he held a travel visa without a work permit? If it is difficult to find a job without work visa, I am thinking of another way.

I apply for a student visa of master degree in Australia, and then my husband can get the same student visa, which allows him to work in full time job. If so, is it adding the chance for my husband to find an employer who is willing to hire him? Then further to get the permanent work visa, eg. Class 457 whatever, allowing us staying in Australia? or how much the possibility of hiring him with PR application sponsor, or hire towards PR application sponsor?
