Is my husband eligible for TN?

My husband is a Canadian. But I live in the US holding a green card.

Due to some family issues I cannot apply for a green card for my husband in the near future. So he plans to try TN after getting a job in the US.

We are wondering if applying for TN requires the applicant have NO strong relationship with a US resident. In another word the applicant must not have the intention to immigrate?

It would be a miracle if he was granted TN if you curently live in US.

What kind of family issues would prevent applying, and when do you expect these to disappear?
