I heard that someone had to use relevant courseworks to justify qualificaiton for TN, CBP indicated min 21 credits would be required. Is there a 21-credit rule?

There is no such "rule". If you have a non-related degree, you do have to try to show relevent coursework, however it is completely subjective.
