L1 VISA - URGENT ADVISE NEEDED

Hello,
I'm planning to go to the POE in a few days to apply for my L1 visa. It's for a new business so it's only for one year initially. Can anyone give me some advise as to which border crossing is more knowledgable about L1's....I can go anywhere in Ontario or Quebec.
Can I fax in the file to the POE so it can be reviewed beforehand ?? That would also help...

Please if anyone can give me some advise I would appreciate it.
I don't want to go where they are not knowledgable about L1's....even considering maybe sending it to CIS instead....
