Landed Immigrant Travel Restrictions?

My roommate and I are supposed to go to Las Vegas for a concert on Dec 5th, 2009. We are driving from Vancouver to Bellingham to catch a plane.
I am a Canadian citizen with a passport, so I will not have any problems.
She is a landed immigrant, originally from Poland, and because she came over in the early 1990's, she only has the certificate they used to issue, no landed immigrant card. She has no other paperwork (save for a birth certificate and BCID).
We have just over 3 months before the flight, and spending $300+ is out of the question to get the documentation.
Is there any reasonable way she will be able to cross the border, or should I just sell her ticket?

she would need a visa to visit the US, and she'd have to apply for it at the US consulate in Canada. Poland is not part of the Visa Waiver Programme to the US.

And without a passport of any sort, it is unlikely she would be allowed entry to the US. She should do what she can to apply for one. I'm sure the Polish consulate in Canada could assist her on that.

She needs a passport, Canadian PR card and a B visa.

However the better approach is that she applies for Canadian citizenship as it would work out cheaper (and be a permanent solution), then apply for a Canadian passport/EDL/NEXUS card, but that takes 12-14 months for citizenship.
