Legalisation des papiers in Morocco!

I'm a canadian getting married in Agadir this June, but i heard from my fiance that I need a paper called a "Legalisation des papiers". He heard this from a police officer in Agadir, which means that I have to get a letter from my parents saying that they allow me to get married, which is odd. I am no where near my parents to get a letter like that and I do not communicate with them either due to family issues in the past. I'm currently 21, and I don't see a need to get something like that. I did lots of research and I have not read anything about a letter from parents letting their daughters get married. I don't know how I'm suppose to get this letter when I basically don't have parents that exists in my life.

If there is anyone living in agadir or who married in agadir, please let me know whether this is true or not, or if there are other options for this. I am so confused, and a bit panicky. Thanks!!!!
