This is a good question, I had this problem myself. Basically it boils down to who pays the invoice and where they physically are - if they're not in Canada it's zero-rated. I have a situation where the corporate structure of the client is fantastically complex, they have offices and corporations all over the place, took me awhile to get a definitive answer.
If they're billing you from abroad to intentionally avoid the GST, then that's illegal obviously.
