Living in US 9 years - Pay Canadian taxes?

Hi,

I stumbled across the threads about paying Canadian taxes while living in the US and now I'm worried.
I came to live in the US in 1999 to marry my US Citizen husband. We did the whole K1 visa thing. Anyhow, after reading the threads on here about paying Canadian taxes and living in the US, I realize I never sent anything to Revenue Canada about "severing ties" with Canada. I have been a US permanent resident since 2000 and received my US Citizenship in 2008 but I'm worried about the period before I become a permanent resident (1999-2000). I did not file taxes with Canada in 2000. I still have a bank account in Quebec since it was the bank i had my student loan with (paid off in 2006). I have about $12 in it.lol. Other than that, I have no ties but have never filled out any forms to declare this.

Am I worried for nothing here? Could I be penalized some time in the future for not notifying Rev Canada about my leaving (if I ever decide to live in Canada again)?
