Living on your boat in Bermuda

In the toronto harbor there are several marinas where people live on their boats. It drastically reduces rent/mortgage costs.
In the bermuda/carribbean islands, is there any such provision?

Also....is the immigration to Carribbean only open to canadian citizens or to permanent residents as well?
